M. Scott Hemphill

M. Scott Hemphill joined Afilias as Vice President and General Counsel in September of 2003. He is responsible for the oversight of legal and policy issues for Afilias.

Scott started practicing law in the Washington D.C. area in 1991, later relocating his practice to the Eastern Pennsylvania region. While in private practice, Scott focused on corporate law with a concentration in mergers & acquisitions as well as general technology and Internet issues.

Scott left private practice in 2000 to join Domain Bank, one of the Internet’s first domain name registrars and one of Afilias’ 18 founding members, as VP & General Counsel. In 2002, Scott became President of Domain Bank.

While at Domain Bank, Scott was highly involved in the creation of Afilias, serving as co-chair of the Policy Committee formed from Afilias’ shareholders to help guide the creation of the .INFO registry.

Scott holds a B.S. in Business from Wake Forest University and a JD from the College of William & Mary.
